      Sub : Cadre restructuring of Gr. ‘ C’ cadre in SBCO.

Sir,
     This is regarding the proposal for cadre restructuring in SBCO for Group “C” staff.

1)     The present set of SBCO is failure one, since the officials of SBCO could not discharge their Auditing work properly due to the direct intervention of Divisional heads and Postmasters to not raise any objections.

2)     The main reason for above problem is that SBCO staff is working under the Direct control of Postmasters and the Divisional Heads instead of separate control either under DA(P) or AO ICO(SB). The proposal of the Union is to place SBCO staff under control of officer from Accounts Cadre.

3)     The supervisory posts in SBCO based on the number of accounts should be as under:
a)    HOs having number of accounts up to 1,50000 should be headed by supervisor LSG (Section officer with Grade of Rs.2800/-).
b)    HOs having above 1,50000 but less than 2,50000 should be headed by one Senior Supervisor(HSG II) Plus one Supervisor in LSG Cadre.(Senior Section Officer in the grade of pay of Rs.4200/-).
c)    HOs having the number of accounts above 2,50000 one Chief Supervisor(HSG I) plus one LSG Supervisor(now Chief Section Officer).
4)     10% of the post of AO ICO(SB) should be marked and filled from Chief Supervisor(HSGI) SBCO on seniority cum fitness basis.
5)     As a onetime measure all the vacant supervisory posts (all cadres) should be filled up on seniority cum fitness basis.
6)     Examination for the promotion of 20% supervisory posts should be introduced in SBCO cadre for the Postal Assistant SBCO with 5 years of service (like Postmaster Grade I).
7)     SBCO staff should be allowed to appear for the PSS Group ‘B’ examination.
8)     Designation of SBCO staff  in all cadre is proposed as under:
