Justice Shri Ashok Kumar Mathur, Chairman   Justice Shri Ashok Kumar Mathur, M.A.,L.L.B was enrolled as an Advocate of the Rajasthan High Court in 1967. In 1969 Justice Mathur was appointed as Assistant Government Advocate and promoted to Deputy Government Advocate before becoming Government Advocate of Jodhpur in 1977 and Additional Advocate General in 1981. In 1985 Justice Mathur was appointed as Additional Judge and a year later as permanent Judge of the Rajasthan High Court. In 1994 Justice Mathur joined the Madhya Pradesh High Court and went on to become its Chief Justice in 1996 before assuming the charge of Chief Justice of Calcutta High Court in 1999. In 2004 Justice Mathur was elevated as Judge, Supreme Court of India where he served for four years before retiring in August 2008. PM launches " Jeevan Pramaan " – Digital Life Certificate for Pensioners

Huge relief for senior citizens who have to produce Life Certificates each year to continue receiving pension The Prime Minister, Shri Narendra Modi, today launched  “Jeevan Pramaan” – an “Aadhar-based Digital Life Certificate”  for pensioners, in a move that could eventually benefit over a crore pensioners. The Prime Minister said that after the push towards self-certification, this digital life certificate was another enabling mechanism which would benefit the common man. The proposed digital certification will do away with the requirement of a pensioner having to submit a physical Life Certificate in November each year, in order to ensure continuity of pension being credited into his account. The Department of Electronics and IT has developed a software application which will enable the recording of the pensioner`s Aadhar number and biometric details from his mobile device or computer, by plugging in a biometric reading device. Soon, attendance of govt staff to be tracked online through attendance.gov.in

In what could be a revolutionary step towards monitoring and tracking the work of government officials, the NDA government has launched an “attendance website” to serve as a centralised database for all central government employees. Though the website, attendance.gov.in, is still in the process of being developed, officials said it is expected to be modelled on the lines of similar websites of the Jharkhand government and the Department of Electronics and Information Technology. To illustrate, the home page of the Jharkhand government’s attendance website gives the total number of employees present on the given day, along with graphical representations of “real-time attendance” and statistics on the percentage of people logging into office during different time slots, giving an idea of how many officials come to office during the designated timings. The Narendra Modi government has ordered that an Aadhaar Enabled Biometric Attendance System (AEBAS) be implemented in all central government offices. A circular issued to all central government offices in the capital today has also asked employees, of all ranks, to submit their contact details (email ID, residential address, telephone and personal mobile phone numbers) to the department of personnel and training that is with the Prime Minister’s Office. Delhi police are already building a databank containing the cellphone number, email ID, name, rank and “personal number” and of every city cop, from constable to commissioner, on the orders of the PMO. A letter from the home ministry on August 5 had asked for such a databank, which will also include the municipality in which the cop lives. “All the station house officers are on the job,” an officer said. Govt gives approval for self-attested certificates

Thiruvananthapuram, July 30 (PTI) : Kerala government today announced its decision to simplify procedures for attestation of certificates on the basis of the 12th report of the second Administrative Reforms Commission.  Addressing a press conference after a cabinet meeting here, Chief Minister Oommen Chandy said that as per the new decision, applicants can now self attest their certificates, except those that require the mandatory attestation procedure.

Prime Minister to reach out to govt employees' on Independence Day: Creation of the database of phone numbers and email addresses of all employees

Prime Minister Narendra Modi has asked for an exhaustive Central database of all Central and state government employees. The creation of the database, which will have the phone numbers and email addresses of all employees, is already underway, and will be first used on Independence Day when Modi's speech is directly sent to the employees by mail and messages. The prime minister would like his maiden speech from the Red Fort to be directly communicated to one crore government employees, such as school teachers, village sarpanches, healthcare workers etc, in the farthest corners of the country. Most of these are not tech-savvy, Internet users and so frenetic efforts are under way to implement Modi's intent, said government sources. The government has therefore initiated the process of creating the first-ever countrywide database of central and state government employees and stakeholders. Retirement age for central govt employees to remain unchanged

There is no proposal to increase the age of retirement of central government employees from existing 60 to 62 years, the government said on Wednesday. "No," said Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions, and in Prime Minister's Office, in a written reply to the Lok Sabha when asked whether there is any proposal under consideration of the government to raise the retirement age. There are about 50 lakh central government employees working in various departments across the country. The Centre raised the retirement age of its employees to 60 from 58 years way back in 1998. INCOME TAX LIMIT INCREASES

  In big relief to tax payers, Finance Minister Arun Jaitley announced a number of changes to the Income Tax Act. The FM has raised the exemption limit on income tax from R s. 2 lakh to R s. 2.5 lakh. For senior citizens, the exemption on income has been raised to R s. 3 lakh per annum. Mr Jaitley has also hiked the exemption limit on long-term financial savings, currently capped at R s. 1 lakh, by R s. 50,000. Savings instruments such as housing loan repayment (principal), five-year and above tenure fixed deposits, provident funds (PFs) and life insurance policy premiums are some investment vehicles that qualify for tax exemption under Section 80C of the Income Tax Act. The Finance Minister has also hiked the tax-free cap on home loan interest from R s. 1.5 to R s. 2 lakh. However, income tax rates and slabs have not been changed.

Budget 2014: Finance Minister Arun Jaitley Raises PPF Ceiling to Rs. 1.5 lakh

Finance Minister has enhanced the Public Provident Fund (PPF) ceiling from current R s. 1 lakh to R s. 1.5 lakh in a financial year. PPF is one of the most popular tax-saving schemes. PPF accounts can be opened in a post office or designated bank branches. The interest rate on the PPF is linked to the market. The PPF corpus is tax-free at all three stages. The investment is eligible for tax deduction under Section 80C. The interest earned is also tax-free, and so are withdrawals. A PPF account matures in 15 years, but you can extend the tenure in blocks of five years after maturity.

Both the above said menus are availabe for system administrators. henceforth the requests for unlocking & resetting the user id's should not be sent to CPC or CEPT instead their concerned system administrators should be addressed for enabling the same.

Disciplinary proceedings cannot be Initiated or Continued after Retirement: Supreme Court

Once the appellant had retired from service on 31.3.2009, there was no authority vested with the respondents for continuing the disciplinary proceeding even for the purpose of imposing any reduction in the retiral benefits payable to the appellant. In the absence of such an authority it must be held that the enquiry had lapsed and the appellant was entitled to get full retiral benefits. The question has also been raised in the appeal with regard to arrears of salary and allowances payable to the appellant during the period of his dismissal and upto the date of reinstatement. Inasmuch as the inquiry had lapsed, it is, in our opinion, obvious that the appellant would have to get the balance of the emoluments payable to him. The appeals are, therefore, allowed and the judgment and order of the High Court are set aside and the respondents are directed to pay arrears of salary and allowances payable to the appellant and also to pay him his all the retiral benef...

Salaried women to get higher income tax exemption in the Budget 2014

Good news for salaried women! Narendra Modi Government is considering higher income tax exemption limit for women in the budget for 2014-15. Finance minister Arun Jaitley is restructuring tax slabs and is thus set to approve a proposal to raise the tax exemption limit to  Rs 3 lakh from existing Rs 2 lakh. The Modi government will ease the tax burden on the middle class and impose a higher tax on the super rich in its first Budget to be presented by Union finance minister Arun Jaitley next month. According to the proposal, under consideration of the new government, there would also be a tax on the super- rich bracket, comprising those earning Rs 10 crore or more of 35 per cent. This category would be above the  Rs 1 crore, class which currently pays an effective tax of 33 per cent inclusive of a surcharge that the earlier government had introduced. LTC by air extended by 2 years

JAMMU, June 17: The Union Ministry for Tourism today extended by another two years a proposal to grant Leave Travel Concession (LTC) to Jammu and Kashmir and North East by air. The package was due to expire today (18/6/2014). The extension in package by another two years will allow all categories of Central Government employees to travel to Jammu and Kashmir by air, using either Air India or private airlines by Economy class only, irrespective of their entitlement. The proposal would not only provide the Central Government employees an additional facility as an incentive but also give boost to tourism in Jammu and Kashmir, official sources said.

Demand for 50% DA Merger presented to the new government

It looks as if this time all the Central Government Employees Federations are seriously committed to getting 50% Dearness Allowance added to their basic pay! All the CG employees federations have strongly made this demand to the newly formed Government at the Centre. They have all explained the reasons and submitted the justification, why they have made this demand and have requested that it be implemented. The demand was first put forth in the middle of last year. It was hoped that the demand would be implemented before the general elections. The salaried class would be eagerly awaiting finance minister Arun Jaitley's maiden Budget speech, likely in mid July. And why not. Just a month before the NDA won the elections with a huge majority, Jaitley had suggested that the Income Tax exemption limit should be raised to Rs 5 lakh from Rs 2 lakh currently. Industry body CII in its report titled Pre-Budget Memorandum 2014-15 has outlined a slew of changes that should be made by the FM in that section of the Income Tax Act, which impacts the salaried class. Below are the excerpts from the report > Section 17 of the Income Tax Act, 1961 has been amended to include superannuation contributions made by an employer to the account of its employee as a perquisite.
