All CHQ Office Bearers, Circle Secretaries and Members,
Dear Comrades,
                Our Union issued strike notice to the Department on 09.06.2016 and we will take part in the proposed indefinite strike w.e.f.11.07.2016 in connection with 7th Pay Commission implementation& its anomalies in addition to our cadre demands. The charters of demands are given below for your kind information.
CHARTER OF DEMANDS
PART - A
1. Improve minimum wage of Rs. 18,000/- and multiplying factor. Reject all retrograde recommendations of VII CPC.
2. Scrap New Pension Scheme (NPS) and restore old pension scheme to he made applicable to those employed on & after 1.1.2004.
3. Increase the fitment formula to 2.86 from 2.57
3. Fill up all vacant posts in the government departments, lift the ban on creation of posts
4. Remove ceiling on compassionate ground appointments.
5. Extend the benefit of Bonus Act, 1965 amendment on enhancement of payment ceiling to the adhoc Bonus/PLB of Central Government employees with the effect from the Financial year 2014-15.
6. Ensure five promotions in the service career of an employee.
7.  The withdrawal of advances, especially LTC, TA, Medical, National Calamity Advance, was not justified. It was argued that these advances are recovered from the employees and, therefore, the same should be retained.
 8. The rate of increment needs to be raised from 3% to 5% because pay is revised in the Central Government after 10 years.
9.  Two increments in the feeder post may be granted as promotion benefit.
10.  Fixed medical allowance for pensioners who are not covered by CGHS and REHS needs to be increased from Rs. 500 p.m. to Rs. 2000 p.m.
10.  Withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service - It should  be considered to the cadre other than Group ‘C’ & ‘D’ employees
PART - B
ISSUES RELATED WITH SBCO CADRE

1.  SBCO  wing bifurcated from Postal audit office  is one of the separate identity cadre in the Department of Post to attend the audit function of Postal Savings Bank transactions.  This cadre should be identified as a separate “Audit wing”   with Organized accounts cadre pay under the control of Director, Postal Accounts to discharge their audit duties without any intervention of Divisional Heads.
     2. Implement the cadre restructure immediately without any disparity to SBCO cadre as per our proposal given to the Chairman Sri. V.P.Singh vide letter No:CHQ/AISBCEU/2014/01  Dt. 01.01.2014.
3. Stop harassment against the SBCO staff and recall the disciplinary action including suspension for the faults caused due to the slow process of Finalce Server i.e. non generation LOT and other reports until the rectification   of Finalce server problem.   
4. Holding of periodical meeting regularly

            The undersigned is directed to refer to this office letter of even number dated 19.10.2015 on the subject. The competent authority has reviewed the Annexure attached to this SB Order No: 14/2015 and decided to replace point 5.1 of the Annexure from the date of receipt of this order. Content of point 5.1 shall be as under:

5.1.2. SBCO In-charge - SBCO

Note: Still now, the SBCO staff could not understand the duties of SBCO after CBS. The recent Dte.order is given above with existing/present procedure.  In the next bulletin, the duties of SBCO staff in the new environment of CBS will be published for your kind information.
VERIFICATION OF TRANSACTIONS IN CBS POST OFFICES - AN IMPORTANT ORDER FROM SRI. SACHIN KISHORE, DIRECTOR (CBS) - WRITTEN BY ADMIN ON JUN 3, 2016
Subject: Verification of Transactions in CBS Post Offices.
                    I am directed to inform that it has been observed by Infosys Team from the backend that Supervisors of CBS Post Offices are not verifying transactions on regular basis which is resulting in pilling up of transactions for verification at the closing hours. This is also resulting in delay is starting and completion of End of Day operations. 
                  It is requested that instructions may be issued to all CBS Post Offices that every Supervisor to regularly verify transactions and should visit all Transaction Verification menus after every 30 minutes to see any pending transaction for verification. 
This should be strictly followed. 
               Supervisors are also bound to verify all non financial modifications and it is observed that hundreds of such modifications are pending for verification. This is resulting in non picking up of such accounts by interest batches and customers are complaining that interest is not generated for his/her account. 
                 This should also be ensured that Supervisors should verify all non financial modifications and account opening regularly.It is also observed that some post offices start BO transaction posting very late resulting in delay in starting of EOD. It is requested that transactions of BOs should be either completed by 4.30 PM or should be posted on the next day.                   [ SD: Sachin Kishore. 7th CPC NEWS
     1.      The Empowered Committee may submit its report on 11.06.2016
     2.      The Empowered Committee has made up their mind to recommend to the Government a slight increase in the Minimum wage.
     3.      No revision in the Fitment Formula and Pay Matrix table
     4.      No change in HRA recommended by the 7th CPC
     5.      The Government may form a committee to review the abolished advances and Allowances
     6.      The New Contributory Pension scheme may be reviewed by a Committee.
     7.      No changes in the 7th CPC Pension recommendations
     8.      The pay hike and arrears will be paid in Aug-2016
All Unions will issue strike notice on 09.06.2016 to commence the indefinite strike w.e.f. 11.07.2016. Our Union will also issue strike notice along with other Unions.

Sub: Cadre restructure of SBCO cadre –Awaiting Directorate orders-reg
Ref: Our Union proposal given to the Chairman Sri. V.P.Singh vide letter No:CHQ/AISBCEU/2014/01  Dt. 01.01.2014.
            I wish to bring your kind notice about the partial implementation of Cadre Restructure to Group ‘C’ cadre by excluding our SBCO cadre in addition to all other cadres other than Postal Assistant cadre [General Line].
            The recruitment process will be the same for all cadres in the Department of Posts in r/o Postal Assistant cadre [General Line], RMS, R-III , PA CO  and  PA SBCO . Then, the reason is not known for the step mother treatment in issuing order to a particular cadre in the matter of a staff welfare issue of “Cadre Restructure”. Either, it should be issued to all cadres or deferred.
            While implementing the TBOP w.e.f. 01.04.1983, the similar promotion order was issued by the Department to Postal Assistant Cadre [General Line] only. Later on, the SBCO Union took efforts to get TBOP w.e.f. 01.08.1991 after that the similar promotion was implemented to Administrative cadre of Regional/Circle office staff w.e.f. 01.10.1991.
            Now also, the similar method is followed by issuing Cadre restructure order to Postal Assistant cadre [General Line) only. This kind of partial action will create displeasure among the staff of other cadres.
                    It is kindly requested to adopt a uniform policy in this matter and issue orders to all left out wings including SBCO cadre as a onetime measure as early as possible.

GENERAL SECRETARY DTE.  VISIT, NEW DELHI TOUR PROGRAM – 20 & 21stJUNE 2016

          In the coming 20 & 21st June 2016, I have planned to visit Directorate to discuss our major problems faced after CBS implementation, victimization of SBCO staff. Redeployment of PAs from SOSB branch, Time factor for the SBCO work after CBS implementation and cadre restructure etc.

Sub : Regarding implementation of SB Order No. 14/2015 and subsequent letter  No. 25-11/2016 – SB Dated 10/11.05.2016 – Difficulties caused to SBCO staff..
            As per SB Order 14/2015 circulated under your office file no.  116-15/2013-SB (Pt-SBCO) dated 19.10.2015 and subsequent letter No. 25-11/2016 – SB Dated 10/11.05.2016 SBCO has to check vouchers with LOT generated by MIS server and tally the consolidations received from SOs with consolidations generated by MIS server. But following difficulties are being faced while working with the prescribed procedure.
1. Most of the time the MIS server remains inaccessible. Therefore the SBCO section finds difficulties in checking the vouchers with LOTs and comparing the consolidations generated by MIS server.
2. At present all SBCO sections are running with 60 % shortage of staff. In most of the HO only one or two staffs are posted. This meager strength cannot complete all the work expected by the Department.
3. Recently frauds are detected in Tamilnadu Circle and Uttar Pradesh Circle. It is unjustified that supervisor SBCO is held responsible in the fraud case of Tamilnadu Circle as no sufficient staff was provided to SBCO for performing necessary check to prevent the fraud.
4. It is also fact that most of the SBCO staff has not been given training in finacle. Some of the staff got training when their offices were not migrated to finacle. Now all the HOs are migrated to finacle and staff is working in finacle without full and proper knowledge.
5. Time factor is also not fixed for SBCO staff for working in finacle. This union has taken this issue many times but there is no any direction from the Directorate.
            This union therefore request the administration that -
1. Time factor for the SBCO work in finacle should be fixed immediately.
2. Revision of SBCO staff should be ordered and justified staff should be provided immediately.
3. SBCO staff should not be held responsible for the pending work which they could not complete because  of non providing justified staff.
4. This union wishes to have a meeting with your good self to discuss the difficulties in this regard. It is
    therefore also requested to spare your valuable time and give meeting to this union please.

Dear Comrades,
In the past three recruitments in SBCO cadre between 2011 to 2015, more than 1200 newly recruited PAs were joined in SBCO cadre. Most of them were given membership declaration form to our Union and I convey my sincere thanks to them for continuing their full support to our Union for all activities of staff and policy matters. AISBCE Union is the only Union to take care of staff welfare of SBCO cadre. I wish to remember our Union achievements for SBCO cadre to your kind information.
     Before that, I wish to point out the partial step mother treatment of the Department and also by the major Union of NFPE. One of our sister Union for SBCO cadre is affiliated with this major Union, but it could not achieve anything for SBCO cadre in the past three years  including cadre restructure. Recently, the Department issued order for Cadre restructure for Postal Assistant cadre [General Line] by excluding all other cadres of RMS, R-III & R-IV, Mailguard, Mail Men, MMS, Postman, PA CO , PA SBCO , Postal Accounts  and Postmaster Cadre. Actually, this should not be accepted by the Manor Union unless the same would be implemented to the left out cadres. But, it is not done by the Union.
I wish to remember our Union achievements for SBCO cadre to your kind information.
1.        While implementing the TBOP w.e.f. 01.04.1983, the similar promotion order was issued by the Department to Postal Assistant Cadre[General Line] only. After our personal efforts by SBCO Union with the Dy.Prime Minister [Late]Sri.Devilal, we got  TBOP w.e.f. 01.08.1991 after that the similar promotion was implemented to Administrative cadre of Regional/circle office staff w.e.f. 01.10.1991 belongs to NFPE Union.
2.      In the meant time i.e. from 1983 to 1991. Our SBCO Union had taken efforts with administration to implement 80:20 [UDC/LDC] promotion to SBCO cadre likewise Postal audit staff. But, it was objected by the rival Union, otherwise we may also be treated as Postal accounts organized cadre.
3.      More number of LSG, HSG-II  & HSG-I  posts were created for the senior officials promotion in our Circle.
4.       Our Union General Secretary Sri.I.D.Sharma had given suicide notice to the Directorate to implement the Rotational transfers with in the cluster. After that only, the Directorate issued orders to form the clusters by merging 2 to 3 HOS and transfers the officials with in the cluster
5.      Nomination of Divisional Representative post – It was approved by the Directorate to solve the divisional problems with Divisional Heads in the monthly meeting just like other Unions.
