Respected Sir,

In continuation of the letter cited under reference as Sl No.1 , I may kindly be permitted to add the following few lines for your kind consideration and necessary action.

First of all, Letter cited under reference as (2) the sanctioned strength of SBCO staff as on 31.12.2016 received by the undersigned as reply to RTI application from ADPS(Establishment) is not updated and correct information .The supervisory posts diverted in our circle during the period from 2007 to 2016 are not taken into account by the Establishment section of circle office. This matter was pointed out by the Union as well as the staff branch of Circle office several times. In this connection, kind reference is invited to L No. ST/13-63/2008 dated 08.02.2011 of APMG (Staff) addressed to Asst. Director (Establishment) of Circle office. (Copy of the letter is attached for ready reference) Like wise, several diversion cases done in supervisory cadres are not shown in the letter above.

Before implementation of TBOP/BCR in SBCO cadre we were having 25 supervisory posts in our circle. 4 number of Supervisory posts out of 25 posts were reduced vide EST-69/TBOP/SBCO/91 dated 27.11.1992 as 15% cut implemented on supervisory posts on implementation of TBOP/BCR.

Promotions to Supervisory cadre were held up in our circle upto 2007 due to misinterpretation of the Directorate orders regarding the above. Since, as per the existing staff standard, all the 51 HOs were eligible for LSG Supervisory post at that time, vacancies in supervisory cadre were filled up by promoting officials and posted them at the offices where they were working with direction to divert the posts with a view to avoid TA payments and dislocation to the officials by transfer. Some examples are cited below:
1.Neyyattinkara diverted to Karunagappally (ST/13-63/2008 dtd 11.07.2007) and then to Kollam

2.Trivandrum GPO diverted to Punalur(ST/13-63/2008 dtd 11.07.2007)

5. Kollam diverted to Adur KLA(ST/13-63/2008 dtd 11.07.2007)
6. Kottayam diverted to Kayamkulam and then to Kottayam (EST/2-84/11/2011 dated 03.08.2012)

9. Thodupuzha diverted to Pala and then to Mavelikkara ( EST/2-84/11/2011 dated 03.08.2012)

  1. Smt. P.Sujatha was promoted and posted at Vaikom HO vide CPMG TVM Memo No. ST/13-63/2003 dated 07.08.2007 and RO (CR) Memo No. ST/1-59/2002 dated 05.09.2007 stating that no vacant post in Central Region and diversion is required. But no diversion is done yet.
  2. Sri.Aliyarkunju was promoted and posted as Supervisor Alleppy HO vide CPMG TVM Memo No. ST/13-63/2003 dated 07.08.2007 and RO (CR) Memo No ST/1-59/2002 dated 05.09.2007 stating that no vacant post in central Region. Hence diversion is required .But no diversion is done yet)
  3. Sri.M.O.Ouseph was promoted and posted as Supervisor Muvattupuzha vide CPMG TVM Memo No. St/13-63/2008 dated 21.06.2010 and RO (CR) No.St/1-59/2008 dated 09.07.2010 with remarks of post to be diverted from Vaikom HO. No diversion is done yet.
  4. Smt. V.S.Chandrika was promoted and posted as supervisor Thodupuzha HO (ST/13-63/2012 dated 15.05.2012 and RO (CR) No. St/1-59/2008 dated 14.06.2012 with remarks (post to be diverted by Circle office) no diversion is done yet.

As per CO Memo No. EST/2-84/11/2011 dated 03.08.2012 (Copy of the order is enclosed for ready reference), selected diversion of posts were effected by the Establishment section with post facto approval. But it is to point out that following offices to where diversion was effected by the above order are also not seen in the list of offices where supervisory posts are existing as per the establishment register maintained by the circle office, received as reply to RTI.

As recognized Union of the Department of Posts and is preserving all the copies of the orders received by the Union pertaining to staff SBCO, it is disheartening to get a reply on informations sought for under RTI preferred by the Circle Secretary of Union to get clarity on the sanctioned posts of SBCO from the establishment section of Circle office as” information is not readily available” and moreover the given informations are incorrect. I request your high office to kindly look into the matter and take necessary action to get correct and updated information regarding the establishment sanctioned posts of SBCO.

Besides, reference to CO L No. ST/13-14/03/2012 dated 25.11.2013 is invited which detailing the posts to be abolished and revised sanctioned strength of SBCO of the Circle. In this connection it may kindly be noted that in our circle a number of PA(SBCO) Posts were abolished and supervisory posts were diverted without considering the workload and justification of the above posts. In the present scenario after CBS it is a real fact that SBCOs are struggling to complete the control works daily with the present available staff strength. As such it is requested that no action be taken to abolish the above mentioned 26 PA Posts of PA(SBCO) at any rate if it possible. A new proposal of the Union is submitted herewith for consideration to revise the sanctioned strength of SBCO( based on the no. of accounts and sub offices under each HO) to cope up with the workload maximum possible by the existing staff, if the posts are to be abolished compulsorily.
