I am very happy to meet you all through this bulletin with Dassehra & Ayutha Pooja Greetings. On the auspicious day of Dassehra & Ayutha Pooja, I wish you all very happiness and the fulfillment of all dreams of you and your family members.
Now the delay in submission of report and its implementation will be there and actual benefit of 7th CPC will occur only from April 2016. As Government will constitute its own Ministers committee to study the implementation of the 7th CPC report and issuing orders. It will benefit the Government as allowances effective date may be from April 2016 instead of January 2016.
When will the 7th CPC submit its report? There are three possibilities now on submission date.
a) If the 7th CPC feels that the assigned work has been completed it can submit its report any time, it’s only up to the 7th CPC and the Central Government. If the 7th CPC report is completed and ready for release as per paper reports then in these case the 7th CPC can directly submit its report to the Finance Ministry on 30th September without publishing the report in public due to Bihar elections. If election commission gives clearance then the 7th CPC report will be made public.
b) There is one more possibility is that the 7th CPC report will be submitted after Bihar elections ie after November 6th.
c) Last option is that report will be submitted only in December 2015 only.
7th Pay Commission decoded: Know all about salary increment; past pay commissions
Seventh Pay Commission is ready with its recommendations and it will soon submit its report to Finance Ministry. The recommendations are to be implemented from January 1, 2016.
The committee’s recommendations are scheduled to take effect from 1 January, 2016.
Salary increment:
v Reportedly, there could be a substantial increment in the current salary of the employees (around 30-40 per cent).
v It has been proposed that the salary of the Government employees should be increased every year on July 1.
v It has been proposed that existing 32 pay-bands should be decreased to 13.
v For Pay band-1, the minimum salary will be 21, 200.
v There could be an education allowance to employees whose offspring are in the school.
v Experts are having views that employees of lower rank will be benefited the most from the seventh pay commission.
Financial burden:
Experts say that Central government’s salary bill will rise by 9.56% to Rs 1,00,619 crore after Seventh pay commission will come into effect.

Sub : Roll of SBCO branch in Head Post Office after CBS.
Respected madam,
This is regarding roll of SBCO staff of Head Post Office after migration of SB and other categories data to finacle software in CBS.
Your good self very well knows that one workshop was organized at Chennai in the month of April 2015 to decided roll of SBCO after implementation of CBS in Post Office Savings Bank. Participants of this workshop were stake holders of all the cadres of our Department. The roll for SBCO was finalized in this work shop under Chairmanship of Hon’ble DDG (FS).
Now all the HOs and 60 % SOs are migrated to CBS and within coming few days remaining SOs will be migrated to CBS. But the roll of SBCO after CBS has not yet been circulated so far.
This union therefore requests your kind honour to arrange to circulate the roll of SBCO which has already been finalized by the workshop held at Chennai as early as possible.

FLASH NEWS:
v Bonus Hike: Good news expected soon - Ministry of Labour(Government of India) has sent a proposal to the Cabinet for enhancement of ceiling of bonus from Rs.3500 to Rs.7000 with a cap of maximum payment of Rs.20,000. Though the Election Commissioner has cleared it, but it has not been included in the Cabinet Agenda for the reasons best known to government, but we are hopeful that, it may be finalized after Bihar elections
v Government Simplifies the Format and Procedure for Self Declaration in form No.15G or 15H to Reduce the Cost of Compliance and Ease the Compliance Burden for both, the Tax Payer and the Tax Deductor; Procedure for Submission of the Forms by the Deductor also simplified.
v Declaration of Assets and Liabilities under Lokpal : The last date of filing revised return for the year 2014 (as on 01.08.2014) and the return for the year 2015 (as on 31.03.2015) by Public Servants under the rule has now been further extended from 15th October 2015 to 15th April 2016.
v Rate cut: Government to take a fresh look at all small savings interest
v Acceptance of Passport, Aadhar Card and PAN Card as a valid document for age proof of girl child for opening of SSA as per SB order No11/2015 dt.28.09.2015.
v Supreme Court judgement on Aadhar card: A Constitution Bench of the Supreme Court ruled today that the citizens of India are not mandatorily required to have Aadhar card. The court has even instructed the Central government to publicise the decision widely.
v Verification of qualifying service after 18 years service and 5 years before retirement - all Ministries/ Departments are requested that the information may be collected from all establishments /office under them and the same may be compiled and sent to this Department by 15th October, 201 S
v Government to Register Postal Bank year end: The government is likely to register the postal bank by the end of the year while a pilot for payment services will be launched around January 2017. "The registration for postal bank is planned be done in December and a pilot will be launched in January 2017," said an official in the communications and IT ministry. He said the bank will be an independent company with initial corpus of Rs 300 crore and the new entity will enter into revenue sharing model with the department of posts (DoP). v India Post is celebrating Savings Bank Day on 10.10.2015 On this occasion, it would be most appropriate to know something about India Post Payment Bank (IPPB) for which we have already got approval from RBI on 7th September, 2015. Department of Posts has to set up and operationalize the bank within the valid period of 18 months i.e. by March 2017.
The next CWC meeting of our Union is likely to be held in first week of March 2016 at Amritsar (Punjab Circle) as agreed by Shri Deepk Sharda Circle Secretary, Punjab Circle.
Inspection Note for CBS Post Office in DOP Finacle
Migration Note
1. See reconciliation report provided by Infosys at the time of migration is available? Whether the copy of the same has been provided to SBCO and SPO? Examine exception report if any given by Infosys and suggest remedial action.
2. See as to whether the manual records have been migrated to CBS application? If not make a note of it and take remedial action.
3. Have all signatures migrated to CBS/Finacle application? See signatures of at least 10 accounts in Finacle/CBS application
4. Talk to the concerned staff and see if any issue observed with the migrated data.
Function and Migration
· Whether staff has been adequately trained in operating Finacle CBS . Any suggestions for improvement.
· Whether supervisory staff is regularly verifying pending transactions during the working hours?
· Whether job aids are available on the desktop of all counters? If not take remedial action and install the same.
· Whether process documents circulated by Directorate are available in soft or hard copy with counter PAs and supervisors?
· Awareness about Infosys help desk number and mail id? Number of issues pending for solution. Only genuine issues to be raised with full details of the official.
Hand holding support team:
· What is the feedback on the support provided by Infosys hand holding support? Any suggestions for improvement.
Common Verificationin DOP Finacle (CBS Offices)
Whether postmaster is taking printout of office accounts ledgers and cross verifying transactions with LOT on daily basis? If not direct Postmaster to do it on daily basis and ensure compliance.
1. Physically verify certificates stock with stock available in finacle and record results.
2. Physically verify stock of blank POSB cheque books available in finacle and record results.
3. Verify cash with one or two counters with their teller cash account and record the results.
4. Educate on operating agents portal? Check lists created by agents through portal and finacle?
Availability of Account opening forms and CBS passbooks.
Maintaining of SS book
Sending Account opening forms and KYC to CPC on daily basis and preservation of those received back.
Pending Cases in Fiancle
· Pending AOF rejected .
· Pending NC4(a)
· No undelivered NSC available in office.
· List out major issues pending with help desk.
· Pending tickets of the post office where solutions are provided.
SBCO tallying 100% vouchers with LOT and writing objection memo pads for manual corrections and consolidation.
Having ATM ?
· Whether ATM is Installed in the Post Office Premises? If so, is it working?
· Number of instant ATM Cards / Welcome Kits lying in Stock?
· Collect some Passbooks form the counter and verify balance available in Finacle CBS by using menu HACLI. Record results.
· Whether New Account opening Forms and CBS Passbooks are available in sufficient numbers? If no, take remedial action to ensure adequate supply.
See consolidation for all schemes for 4 days and verify with totals of LOT available in Post office.
Whether SS Book is being maintained to paste Specimen Signatures of newly opened Savings accounts? If not, get the same started in your presence.

Our Union submits the Memorandum of 7th CPC by post on 29.05.2014 and also our Union attended the 7th CPC meeting held at Mumbai on 07/11/2014 at 17.00 HRs.
In the meeting, our Union brought to your kind notice about our major demand of non-implementation of organized accounts cadre pay structure to the audit wing of SBCO staff of Department of Post and our Union produced all evidence to prove our cadre as audit wing. Now, our Union has written this letter as reminder to consider our genuine demand, since we have no other platform to take this demand other than 7th CPC.
Now, in the Department of Post, the Core banking Solution [CBS] was implemented in all Post offices and our role is defined as Auditor. One copy of the auditor’s manual is enclosed to prove our cadre as audit.
Hence, our Union pray the 7th CPC to declare our cadre as Organized Accounts Cadre with retrospective effect of MOF Department of Expenditure [E-III B Branch order w.e.f 28th Feb 2003 as referred above.

Circle conference of Rajasthan Circle was held on date 17 and 18 July 2015. Shri Bharat Bhushan Sharma as Circle Secretary, Shri K. C. Sharma as President and Shri T. C. Chaudhary as Treasurer have been elected unanimously. All India Union congratulates all the newly elected body.
