Sub :-  Suggestions  regarding  new  role  of  SBCO  under CBS environment -Reg.

Ref :- SB Order No.14/2015  dated  at  ND-1  the  19.10.2015.

Our Union welcomes the CBS implementation in our Department to fulfill the customers of our Postal Savings Bank with the introduction of ATM card and it is being implemented almost in all Head Offices and major LSG/HSG offices successfully. In this regard, our Union has given instructions all our members to extend the maximum co-operation with administration to make it success.

Our made a demand to issue changes in the Control procedure and a group of SBCO officials meeting was held at Chennai in April-2015. Now, the changes in Control Procedure order is issued vide SB Order.14/2015 with some changes against the decisions taken in the Group of SBCO officials meeting.

Our Union wishes to bring your kind notice about our nature of duties as Post Audit work for which it is originated from A.G, P & T audit. The Savings Bank Control Organisation has been set up in each Head Post Office to maintain control accounts of Savings bank and carry out day-to day checks of the work done by the SB Branch. The Organisation has a very important role in respect of Savings Bank operations. Unless the performance of this Organisation is efficient, the working of Savings Bank Branch will suffer and frauds may be facilitated.

  Unfortunately, in the SB Order :14/2015, the SBCO staff is directed to attend the following primary work of SB branch.

1.      Receipt of vouchers /Consolidation from sub account branch – Actually it is related to SOSB branch  vide Rule POSB Manual Vol-I Para.48.

2.      Preparation of Consolidation by SBCO staff - Actually it is related to SOSB branch vide Rule POSB Manual Vol-I Para.48.

It is the planning to wind up the SOSB branches in all Head Offices. If so, one of the General line PA may be designated to attend the above kind of work under the control of APM[SB] of Head Office.

In SBCO, almost most of the SBCOs are functioning with single and doubles handed Pas only. Some SBCOs are vacant without any SBCO officials due to acute shortage of SBCO staff.

The SBCO staff should be directed to attend the primary work of SB branches, they are identified for the post audit work i.e. secondary work of SB branches. If an audit wing is attending the work of primary work, and later on the same audit wing is directed to attend its earlier work, there is no meaning of audit function.

If so, the SBCO branch may be merged with General line Pas and some number of PAs may be directed to receipt of vouchers /preparation of consolidations. As per Financial law, any financial organization must have an audit wing and there is no possibility to wind up the SBCO branches totally.

 But, at the same, our request to the Secretary [Post] to consider our status as auditing staff with the following suggested changes enclosed in the Annexure-I.

And also, in the absence of SOSB branch, our responsibility is increasing more. Hence, it is kindly requested to issue necessary guidelines to all Circles to fill up the staff strength of PAs/Supervisor in all SBCOs and provide additional PAs to the required Units.

The implementation of this SB Order 14/2015 may please be deferred to 1^st Jan 2016 until further changes.

Once again, I request your good office to treat our cadre with assignment of audit nature of duties only and not with primary work of SB branches.
