         After implementation of CBS, our Union took up the matter “Revised Control Procedure” with Directorate vide D.O.Lr.No: CHQ/22-SBCO-Revised Control Procedure/AISBCEU/2015 Dated 02.03.2015 & No: CHQ/11-SBCO-CBS Procedure/AISBCEU/2014 Dated 30.09.2014& 28.12.2014. After that, a group of meeting was arranged at Chennai in the m/o April-2015. Myself and our Ex.General Secretary J.Sukumar participated in the meeting. Our Union had given valuable suggestions about the revised roll of SBCO after CBS. The detailed report is published in our CHQ Union website. Some of the proposals in brief are given along with this bulletin in two pages. You may send your comments in this regard.


MEMBERSHIP RE-VERIFICATION
                Now the process of submission of membership form is completed. All the Circle secretaries are requested to submit the position of their Circle to CHQ for submission to Directorate. All Circle Secretaries will also confirm the membership figures being sent by their Circles to Directorate and in case of any discrepancy should be got noticed to the Circle Head and CHQ. The Directorate is revised the schedule of membership verification process as given below:

v  DRAWING & DISBURSING OFFICERS WILL START MONTHLY RECOVERY OF UNION SUBSCRIPTION FROM THE SALARY OF OCTOBER-2015 PAYABLE ON 31.10.2015. TILL SUCH TIME, SUBSCRIPTION WILL BE RECOVERED AS PER THE EXISTING AUTHORISATION.

v  THE HEADS OF CIRCLE WILL SEND THE CONSOLIDATE STATEMENTS OF MEMBERSHIP TO SR SECTION OF DIRECTORATE ON 18.11.2015

MEETING WITH DIRECTORATE
                The directorate has accepted the agenda sent by this union for periodical meeting under no. 02/03/2015-SR dated 24.07.2015. it has been intimated by the Director (SR & Legal) that the agenda has been sent to DDG (FS), DDG (P) and DDG (Estt) for comments. The meeting will be arranged shortly.

REGARDING STRIKE ON 2 SEPT 2015
                Since the forth coming strike dated 2 Sept 2015 is only a political strike our union will not participate in the strike. Instructions may kindly issue to all our members.

SEVENTH PAY COMMISSION NEWS:
v  The pay commission may submit its report by endof September 2015. It will be examined by  the senior CoS, which will take two months. Then it will be submitted to the Ministry of Finance, which will be implemented from 1st  January, 2016. According to sources the fitment formula 2.86 would be recommended by 7th pay commission.
v  The Seventh Pay Commission is likely to recommend the government to form a permanent pay panel to give recommendations to the government from time to time on issues pertaining to pay structure of central government employees.
v  the official said the commission is likely to maintain the status quo on the retirement age of central government employees, currently 60 years. “We are not going to either recommend lowering or raising the retirement age. If we lower the age limit, the pension burden will bust the government’s medium-term fiscal targets,” he added.
v  As The Terms of Reference of 7TH CPC directs them to recommend only what is‘FEASIBLE AND DESIRABLE’to the Government. Now the Government In Parliament states only 15% is FEASIBLE AND DESIRABLE Courtesy : http://postalpensioners.blogspot.in/
RECOMMENDATIONS OF THE GROUP OF SBCO OFFICIALS CONSTITUTED FOR DEVISING NEW ROLE OF SBCO IN CBS ENVIRONMENT
GROUP OF SBCO OFFICIALS CONDUCTED A WORKSHOP AT CIRCLE OFFICE OF T.N CIRCE CHENNAI WHERE LOT OF SBCO STAFF, ICO AND DAP STAFF OF T.N CIRCLE ALSO PARTICIPATED. GROUP DELIBERATED THE CURRENT ROLE OF SBCO AND THE PROPOSED ROLE OF SBCO IN THE BACKDROP OF IMPLEMENTATION OF CBS. FOLLOWING ARE THE RECOMMENDATIONS OF THE GROUP:-
GENERAL
V  AS AND WHEN SOS ARE MIGRATED TO CBS, STAFF WORKING IN SOSB BRANCH SHOULD BE REDUCED AND RE-DEPLOYED EITHER AT POSB COUNTERS OR AT CPC OR IN THE SBCO BRANCH FOR ASSISTANCE IN PHYSICAL VOUCHER CHECKING.
V  IN EVERY HO, AT LEAST ONE PA WILL REMAIN IN SOSB BRANCH WHO WILL TAKE VOUCHERS AND LOTS FROM SUB ACCOUNT AND PREPARE CONSOLIDATED JOURNAL OF SOS AND ADD HO FIGURES.
V  HANDLING OF AGENT COMMISSION SCHEDULES AND ACG-17 BY SBCO WILL BE DISCONTINUED.
V  TRANSFER OF ACCOUNT OPENING FORM (SB-3/AOF) AT THE TIME OF CLOSURE OF ACCOUNT FOR THE ACCOUNTS OPENED AFTER MIGRATION WILL NOT BE TRANSFERRED TO SBCO ALONGWITH ACCOUNT CLOSURE VOUCHER.
V  EACH SO WILL SEND COPY OF SB CASH STATEMENT OF ITS OFFICE  TO HO AND HO (SBSO BRANCH) WILL STITCH ALL THE STATEMENTS CHRONOLOGICALLY AND SEND TO SBCO AFTER ADDING HO SB CASH STATEMENT TO SBCO ALONGWITH DAILY RETURN.
V  SBCO WILL CROSS VERIFY THESE SB CASH REPORTS WITH TOTAL OF SCHEME-WISE CONSOLIDATIONS AND PRESERVE THE SAME IN GUARD FILE TO BE MAINTAINED DATE-WISE.
V  EVERY CBS OFFICE WILL SEND LOT OF FOLLOWING OFFICE ACCOUNTS ON DAILY BASIS ALONGWITH SB RETURN TO HO , DULY SIGNED BY POSTMASTER/SUB POSTMASTER WHICH WILL HAND OVER TO THE SAME TO SBCO ALONGWITH LOTS OF THESE ACCOUNTS OF HO ON DAILY BASIS ALONGWITH DAILY RETURN:-
0340, 0382, 0017,0409, 0410, 0408, 0096, 0098, 0437, 0322, 0387, 0382, 0339, 0007
V  SBCO WILL PRESERVE THESE LOTS IN A SEPARATE BUNDLE TO BE MAINTAINED OFFICE-WISE AND DATE-WISE. IN CASE OF SUSPICION, SBCO WILL RAISE OBJECTIONS.
V  ALL SBCO USERS SHOULD BE GIVEN FINACLE END USER TRAINING FIRST (WITHOUT HAND ON) BEFORE GIVING SPECIALIZED SBCO TRAINING.
V  AT THE CLOSING OF COUNTER HOURS, ALL VOUCHERS SHOULD SORTED SCHEME-WISE AND TRAN ID WISE. VOUCHERS SHOULD BE TALLIED WITH LOT AND LOT IS TO BE SIGNED BY COUNTER PA AS WELL AS SUPERVISOR.
V  A CONSOLIDATION OF THE SCHEME SHOULD BE GENERATED AND PRINTED BY ALL CBS POST OFFICES.
V  ALL VOUCHERS INCLUDING CLOSED VOUCHERS ARE TO BE SEALED ALONGWITH PRINT OUT OF CONSOLIDATION. ONE PRINTED COPY OF LOT IS TO BE TAKEN AND ATTACHED TO THE VOUCHER BUNDLE SEPARATELY. ONE COPY OF CONSOLIDATION (SCHEME-WISE) IS TO BE PRESERVED IN POST OFFICE  IN GUARD FILE TO BE MAINTAINED SCHEME-WISE AND DATE-WISE.

FLASH NEWS:
v  RBI grants in-principle nod for 11 payments banks including Department of Post - DOP BANK a dream of SBCO staff since it's formation in 1962. The Reserve Bank  of India has fullfilled the long awaiting dream of SBCO staff  as on 19.08.2015  granted the  approval Banking licences  to DOP BANK - “The ‘in-principle’ approval granted will be valid for a period of 18 months, during which time the applicants have to comply with the requirements under the guidelines and fulfil the other conditions as may be stipulated by the Reserve Bank,” RBI said in a statement.
v  TRANSPORT ALLOWANCE TO CENTRAL GOVT. EMPLOYEES - Finance Ministry issued orders regarding the revised rates of Transport Allowance to Central Government employees as per Census 2011 with effect from 1.4.2015. The re-classification of cities/towns are specified in the list attached as Annexure.G.I., Min. of Finance, Dep. of Exp. O.M.No.21(2)/2015-E.II(B), dated 6.8.2015

v  Maternity leave- NEW DELHI: Government is considering a proposal to increase the existing maternity leave from 12 weeks to 24 weeks under the Maternity Benefit Act 1961, Parliament was informed today. [13.08.2015]

v  Compliance of Court Orders: The willful disobedience of any judgment, decree, direction, order, writ or other process of a court or willful breach of an undertaking given to a court constitute a contempt of court under the provisions of the contempt of Courts Act, 1971. Further, under Article 215 of the constitution of India, every High Court shall be a court of record and shall have all the powers of such a court including the power to punish for contempt of itself. The statutory provisions are binding on everybody including Central Government, State Governments and all local or other authorities within the territory of India and they are duty bound to obey the court judgment/orders. The Central Government does not maintain any data in this regard. This information was given by Union Minister of Ministry of Law & Justice, Shri D. V. v  IT MODERNISATION PROJECT UPDATE – JULY 2015: Data centre operational at Navi. Mumbai. Data recovery centre is ready at CEPT Mysore. System integrators have started commissioning process. WAN rollout is in progress approximately in 27835 locations. CBS has been rolled out in 2590 offices including 800 HOs.
