Role of SBCO has been drastically changed
vide the Dte SB order No. 14/2015 on implementation of Core Banking Solution.
Previously the works relating to receipt of SB documents
including vouchers, checking of the vouchers with LOTs , preparation
of consolidated journals of deposits and withdrawals of all
categories and tallying with Sub office summary are vested
with HO SB branch and SBCO is considered as the branch performing post operative audit works of Saving Bank. But with the issue of SB order No. 14/2015 the works erstwhile done
by HO SB branch are shifted to SBCO with a consolation of direction to redeploy the staff working in SB
branch to SBCO for assistance in physical voucher checking. In this connection I wish to point out some ground
real facts of our circle.
During the period before 2000, we are having 21 supervisory and 146 PA (SBCO) posts.
Up
to 2006 more than 60 officials were left
service due to retirement, resignation , death etc., But due to the misinterpretation of the orders on the point of permissible recruitment limited to 1% of the
total strength or one third of the
vacancies, recruitment was done only for 6 posts in SBCO cadre up to 2010 .
Moreover the posts abolished were, where vacancy exist at that time without any justification of
posts. As such out of the 51 HOs, 9 SBCOs
are still working as single handed in our circle. Besides on promoting
officials to LSG supervisory posts the officials were posted at the same
offices where they are working to restrict TA payments resulted the staff
strength of the big Head offices like Trichur, Cannanore,Chalakudi, Ottapalam , Thodupuzha , Kollam became more cumbersome. At present we are
having only a strength of 89 PA (SBCO)
on rolls.
On issuance
of the order cited under Reference as Sl No. 2 , it has made mandatory to verify the
vouchers and consolidations received from SOs and HO with the LOTs and
Consolidations generated from MIS Server also.
Even though there is clear direction of Directorate to redeploy staff
working in SO SB Branch to SBCO, not a
single official has been deployed in our circle
till date. In this connection I make this opportunity to remind
the action taken by administration by
neglecting the words of this Union and
pros and cons of the decentralization of RD MIS and SCS to sub offices without
taking any precautions like agreement to be done by SBCO before decentralization and the
fate of decentralization of the categories to rethink of roll backing etc.,
As such it is requested that
necessary action may be taken to provide enough staff to SBCO and
infrastructure facilities like laser printers
and new systems to SBCO .
Besides no reports are generated
from MIS Server for the last several
days and the slow speed of getting Finacle will result unattending the
backlog . Before introducing new procedures
referred in the above mentioned Directorate orders, action may be taken at the earliest to
provide required facilities to SBCO including
enough staff for smooth functioning and proper training may be imparted to all
SBCO officials. Once again it is
requested that SBCO staff may not be
held responsible on the way of
contributory negligence in
connection with frauds committed behind
the Finacle without providing the minimum requirements and training to carry
out the works promptly.
