No. 25-11/2016 – SB Dated 10/11.05.2016 – Difficulties caused to SBCO staff..
As per SB Order 14/2015 circulated under your office file no. 116-15/2013-SB (Pt-SBCO) dated 19.10.2015 and subsequent letter No. 25-11/2016 – SB Dated 10/11.05.2016 SBCO has to check vouchers with LOT generated by MIS server and tally the consolidations received from SOs with consolidations generated by MIS server. But following difficulties are being faced while working with the prescribed procedure.
1. Most of the time the MIS server remains inaccessible. Therefore the SBCO section finds difficulties in checking the vouchers with LOTs and comparing the consolidations generated by MIS server.
2. At present all SBCO sections are running with 60 % shortage of staff. In most of the HO only one or two staffs are posted. This meager strength cannot complete all the work expected by the Department.
3. Recently frauds are detected in Tamilnadu Circle and Uttar Pradesh Circle. It is unjustified that supervisor SBCO is held responsible in the fraud case of Tamilnadu Circle as no sufficient staff was provided to SBCO for performing necessary check to prevent the fraud.
4. It is also fact that most of the SBCO staff has not been given training in finacle. Some of the staff got training when their offices were not migrated to finacle. Now all the HOs are migrated to finacle and staff is working in finacle without full and proper knowledge.
5. Time factor is also not fixed for SBCO staff for working in finacle. This union has taken this issue many times but there is no any direction from the Directorate.
This union therefore request the administration that -
1. Time factor for the SBCO work in finacle should be fixed immediately.
2. Revision of SBCO staff should be ordered and justified staff should be provided immediately.
3. SBCO staff should not be held responsible for the pending work which they could not complete because of non providing justified staff.
4. This union wishes to have meeting with your good self to discuss the difficulties in this regard. It is therefore also requested to spare your valuable time and give meeting to this union please.
