            Sub: Holding of periodical meeting with representatives of the union

Madam,
           
            All India Savings Bank Control Employees Union is the largest non federated union in SBCO cadre representing more than 80 % staff in SBCO cadre. Since there is no periodical meeting with representatives of this union the staff problems are lying unattended.
            This union therefore requests your kind honour to cause to hold periodical meeting with representatives of this union as early as possible. Following issues will be discussed in the meeting.

1. Grant of organized accounts cadre scales to SBCO staff.
2. Delegation of power of writing of APAR of SBCO staff to AO ICO (SB). 
3. Filling up of all Supervisory posts, i.e LSG, HSG II and HSG I as per seniority as most of
    the staffs are drawing pay scales of HSG I i.e MACP III.      

Brief of the union on the above issues are as under.                                                 

1. Grant of organized accounts cadre scales to SBCO staff.
            SBCO cadre is bifurcated from erstwhile Accountant General (P & T) which was doing auditing of postal savings bank work. The work has been decentralized to HO level and SBCO section in each Head Post Office was formed to check the work of Postal Saving Bank. Up to this date SBCO staff is performing the same work which was being done by erstwhile A. G. (P &T). In Department of Posts higher pay scales have been granted to Accounts cadre staff but the SBCO staffs doing the same type of work are denied from this benefit. This union therefore requests the Administration to consider the genuine demand of this union please.

2. Delegation of power of writing of APAR of SBCO staff to AO ICO (SB).
            The SBCO staff is doing auditing and accounting work of Postal Savings Bank. As the said staffs is working under Sr. Postmaster, Superintendent / Sr. Superintendent of Post Offices they cannot raise the objections and point out irregularities freely. Therefore the very purpose of auditing and checking is defeated. This union therefore requests the Administration to delegate the APAR writing power to AO ICO (SB) so that the SBCO staff can discharge their duties effectively.

 3. Filling up of all Supervisory posts, i.e LSG, HSG II and HSG I as per seniority as most of
    The staffs are drawing pay scales of HSG I.  

            In most of the Circles Supervisory cadres posts are vacant for many reasons. Now most of the SBCO staff are granted MACP II and MACP III promotion. These promotions are also given by holding DPCs and  after qualifying in the DPC.
            This union therefore requests the Administration to fill up all the vacant supervisory posts from the MACP II and MACP II officials on seniority basis.
