CIRCULAR No. 02/2017

Dear friends,
All India conference of the Union was held on 18th and 19th March 2017 at Pushkar (Ajmer) Rajasthan Circle. Sri. Bharath Bhooshan Sharma Circle Secretary of Rajasthan and his colleagues arranged the conference in a very attractive manner. All the Circles had participation in the meetings. Sri.T.P.Padmanabhan Nair, Sri.S. Shabeer (Asst.Circle Secretaries), Si. K Chandrababu (Circle Treasurer) and self attended the meetings representing our circle. In the various meetings, issues related with SBCO staff were discussed circle level and decisions were taken up to solve the issues by the Central Head Quarters with the assistance of circle Unions. New Central Working Committee was elected unanimously with President as Sri. V.K..Mourya (Delhi Circle) ,General Secretary Sri. Bharath Bhooshan Sharma (Rajasthan Circle), Asst General Secretary Sri. Keshav Rao (Karnataka Circle) and Treasurer
Sri. Sirinivasulu (A.P.Circle) . Our Circle Treasurer Sri. K.Chandrababu was elected as the Asst. Treasurer of the Central Working Committee.

It is decided to take up the following items with Directorate immediately.

  1. Non observance of Rule 106 and 107 of P & T Manual Volume III and Directorate letter No. C-32016/07/2006-VP dated 14.11.2006 by the Circle/Regional and Divisional heads on taking action against SBCO staff for non attending the SBCO work even though there are enough reasons for non compliance like shortage of staff, non receipt due returns promptly etc in fraud related cases
  2. Problems facing by staff after CBS and need for revision of time factor for SBCO work
  3. Permission to be given Supervisors to take up items in respect of staff matters directly with Divisional heads.
  4. Provision for check up box in the LOT for easy examination of LOT
  5. Fill up all vacant supervisory posts among from MACP II and III officials.
  6. Free the SBCO staff from giving details of accounts having withdrawals exceeding Rs. 10000 for verification
  7. In case of defrauded amounts penal interest is to be calculated correctly by SB Branch itself and calculation checking only be required by SBCO Staff

Our Organized Accounts cadre case is going on in a positive way. As per the experts opinion, final victory is ours. Our circle’ s contribution for the court case is yet to be sent to the West Bengal Circle union . All payment defaulters are once again requested to co-operate with the union for the betterment of self and for the prosperous future of our cadre by remitting maximum amount in POSB A/c No. 3363611456 at the earliest.

The legitimate right of our Seniors (Ex UDCs who were deprived of the benefit of BCR on the plea that they have not completed 26 years of service) will be benefitted by the recent Supreme court order. The untiring work of our senior friends especially of Sri. A.N.Paul ( Circle Secretary of the West Bengal Circle) for the last several years is to be admired. As the real fact is as above, it can be seen that “ettukali mammoonjus” are still in existence as claimants around us.
In this connection May I remind you one thing that even after passing one more year the so called employees Association is not asking why the result of re -verification process of the recognition of the Trade unions is not published? Dear friends, you must know the real fact in the case. As per the Directorate Letter No. 16/78/2010-SR Dated 01.10.2012, it was declared that the NFPE supported SBCO Association has secured 491 membership out of total 3030 SBCO employees ie., 16.20%. Our CHQ checked the figure by calling Right to information Act from all circles and it was found that the J & K and Jharkand Circle have wrongly intimated the figures to Directorate in favour of the other Union making an excess membership of total 70 members( 23+47) to that Union. As such the percentage of membership of the other Union is reduced to 13.89 where the required minimum is 15 % for recognition. As the result is not yet published by the foul play of the so called Union, our union has filed case in High Court of Kolkota for de recognition and declare AISBCE Union as the only recognized Union in SBCO cadre based on the RTI informations collected from the concerned authorities. Hoping an early verdict in the case.

It is proposed to conduct the Biennial Circle conference during the second week of May 2017 positively on 13th (Saturday) at Kumarakom, Kottayam (Tourist centre) in GOD’S OWN COUNTRY. Kindly intimate Sri. K.Chandrababu (Co-ordinator) your presence so as to make arrangements well in advance and make it a grand success.
