Sub: Proposal for CBS work Time factor in SBCO

I wish to bring your kind notice
about the necessity to decide the CBS work time factor in SBCO branch as early
as possible due to the following genuine reasons.
1.The Directorate issued several orders to provide staff assistance to SBCO branch
due to the increasing work load at SBCO branch vide SB order No. 14/2015
dated 19.10.2015 and subsequent letter No. 25-11/2016 – SB Dated
10/11.05.2016, 25.05.2016, 10.06.2016
and SB Order No. 06/2016 dated 21.06.2016.

After CBS implementation, the SO SB branch was wind up and necessary
instructions were issued to provide the surplus Postal assistance from SOSB
branch to SBCO branch. These instructions were carried out only in less than 5%
of SBCO Units and the surplus PAs were accommodated in various branches of
Postal side.

This union had already explained to your good self that, as on today only 50%
staff of the sanctioned strength is working in many SBCO Units. Since 1984, there is no creation of posts and
all the vacant posts due to retirement have not been filled up properly, but
work load has been increased three times and many schemes were launched. Most
of the posts were abolished in ADR plan.

Still today MIS server is inaccessible most of the time and daily, most of our
man power is put in waste in generating List of Transactions for voucher
checking purpose.

Despite the two repeated instructions issued by the Directorate vide SB Order:
14/2015 and Directorate order Dated: 21/06/2016 with responsibility put with
Divisional Heads to ensure that SBCO staff is comparing LOT generated
through MIS server with the vouchers received from SO/HO. Wherever, there is
shortage of staff in SBCO, necessary help should be provided from Post Office
staff to SBCO (spared from SBSO branch) to complete voucher checking. The entire orders on staff redeployment were
not implemented and not redeployed the surplus staff of SOSB branch by the
Divisional Heads. The Orders of Directorate is seen by the Divisional
administration as a paper order only without taken any follow up action.
Comparing the work load of each SBCO, a minimum of two to five additional PAs
are required for every SBCO Units.

The vacant posts have not been filled up, instead the Divisional Heads has
given instructions to merge the vacant seat work with other PAs. It is not
possible at SBCO branch, in case of short time vacancy, it could be possible in
the interest of service, but in case of long term vacancies, the sharing the
vacant seat work is not possible.
7.
After the year of 2015, no retirement vacancies have been filled up. But, the
Divisional Heads have given pressure to complete the work in current position
without providing additional staff assistance.
Hence, our Union has submitted the
following proposal for CBS work in SBCO branch for your kind consideration and
approval.
It is kindly requested to form a special work study committee to derive the above time factor proposal with in a time limit of three months and consider one of our representative from SBCO Units of Delhi Circle to explain the difficulties faced by the SBCO staff after CBS implementation.
Until finalization the time
factor, it is kindly requested to issue instructions all Regional Heads to hold
one workshop meeting to ascertain the actual quantum of work in each SBCO,
vacant position and the requirement of PA assistance. After the workshop, the Regional Heads may be advised to provide the PA
assistance as taken decision in the work shop meeting to avoid arrears in day
to day work including the major work of voucher checking.
