Dear Comrades,
                I am very happy to meet you all through this bulletin with DEEPAVALI Greetings. On the auspicious day of DEEPAVALI, I wish you very happiness and the fulfillment of all dreams of you and your family members.

            Our Union has taken action with Directorate from 2013 onwards about the Roll of SBCO after CBS implementation and one more reminder was issued in the month of October-2015 to issue orders in earlier. After our intervention, Group of meeting of SBCO officials was arranged in Chennai in the m/o April-2015 and some decisions had been taken. Now, the CBS roll of SBCO order is released vide SB Order No.14/2015  dated  at  ND-1  the  19.10.2015 [See the details of the order in our Union Website] with some changes in the earlier group of meeting of SBCO officials. Hence, our union objected some issues regarding LOTs and preparation of consolidation; it should be changed as decision taken in the group of meeting. The detail of the letter and suggestions made by our Union is given with this bulletin.

            Myself and our President Sri.R.K.Tandon have been planned to visit Directorate and discuss with Secretary[P], DDG [FS] and Dirctor [CBS] about the suggestions given by our Union shortly in the third week of November-2015. During our visit, our Union will discuss all other staff grievances including cadre restructure, Organizing accounts cadre pay scales and transfers within the group instead of with in Divisions.

            The Union monthly subscription is going to be started for recovery from the monthly salary from this month onwards. All the members/Circle Secretaries are requested to watch the recovery whether it is being recovered for our Union or not. In case of any false recovery of Union, this may please be brought to the notice of the Head Post master and Circle Secretary for immediate action.

            All the Circle Secretaries are requested to send the total members of each Region of their Circle to CHQ for comparing it with the figures of the Directorate. Then only, we can be alert to avoid false arrival of figures about our Union membership.

SEVENTH PAY COMMISSION NEWS

Recent media report suggests minimum 30% hike in Basic salary after 7th pay commission -Source : India Today - 

The recent media report published in India Today has emphasized on some key points of seventh pay commission which is reproduced below. Please note that, it is not exactly the view of the publisher of this blog, especially about the retirement age factor as described below. As per our information, seventh

CPC is not going to suggest any reduction of retirement age.
Following are the key points as per media report :
v  salaries of IPS and IRS officers will get at par with that of IAS officers under the new commission.
v  In order to cut down parity, the number of pay bands will be reduced. At present, there are 32 pay bands, which will reduce to 13.
v  The central government's salary bill will rise by 9.5 percent to Rs 1,00,619 crore after the commission takes effect.
v  Under the pay commission, the government can cut down salaries of the 'underperforming' central government by 5 to 6 percent.
v  The duration of service will also be reduced to 55 years of age or 33 years of service.
v  The Seventh Pay Commission is said to increase basic salaries by 30 to 40 percent. The basic salary set in the First Pay Commission was Rs 35 per month.
Removal of Grade Pay System in 7th Pay Commission – A detailed report - Written By Admin on November 4, 2015
Will the removal of Grade Pay System by the 7th Pay Commission help Central Government employees? – This is the topic of this article.
“Unconfirmed reports say that the 7th Pay Commission is very likely to recommend the abolishing of the Grade Pay System introduced by the 6th Pay Commission.”

Not only the Government, but the Central Government employees too are hoping and wishing that the 7th Pay Commission functions independently, free from interventions. The report of the previous Pay Commissions will guide for determining the revision of pay scale and pay bands, allowances, retirement benefits and other facilities/benefits of more than 50 lakh employees. The Pay Commission also considers the recommendations, suggestions and inputs gathered from employees all over the country.

There is no rule that the new Pay Commission has to follow the same methodology and determination followed by the previous Pay Commissions. Therefore, one cannot state for sure that the 7th Pay Commission will tow the guidelines issued by the 6th or the 5th Pay Commission while deciding the new pay scale and pay bands.

If one Pay Commission has the right to recommend the splitting of the Pay Scale into two, the next Pay Commission has all the powers to completely abolish the system. But, this is not the issue!Will the Central Government employees benefit by the removal of the Grade Pay system? This is the question now.It will definitely be beneficial. Here are the reasons why.It is unacceptable that a promotion, which comes after waiting for many years, brings with it an increment of just Rs.100.None has until now accepted the splitting of the promotional hierarchy, which had been followed for years, into two.

The anomalies that prevailed due to the ‘Grade Pay Hierarchy’ which was introduced under the MACP promotional system still remain unresolved. When the discussions and debates on MACP system continued to grow unabated during the  Anomaly Committee meeting, it was decided that a separate meeting ought to be held to analyze this issue.

Most of the individual requests from the Central Government employees this time are about the MACP promotional system. The reason is the Grade Pay structure introduced by the 6th Pay Commission. And also can list out many reasons to abolish the Grade Pay System.
